Question Help please !!! Latencymon & Lag issue

I just brought new PC then I installed windows 10 but I've heard it stutter when I play music, games and movies. I can feel spike lag just milisecond when I've move mouse. This spike lag happen every 1 or 2 minute.
Hoping you guys can help me out. T T

Important drivers installed.

So I've searched the internet and already try tons of fix.
These are the list that I've done.
  • Turn off ‘Updates from more than one place’
  • Disable all start up apps
  • "Processor Power Management>Minimum Processor State>Change this setting to "100%."
  • "System Cooling Policy" set to "Active."
  • BIOS, disable "Cool'n'Quiet."
-Disable windows security notification icon
