That might be true for budget builds but for longevity, it is better to spend the bulk of the budget on the core system. GPU update cycles happen every 12-24 months, while the core system can last 4-6 years. My system was built 5 years ago with a GTX 260. I will buy another GPU(GTX 760) this spring to get my system another 1-2 years of use.
