I need to set my spu to 115V. On the little red switch on the back I can read 115V. Does it means its currently on 115V or it means I can switch it to 115V?

It should mean it is on the 115V setting.

On the plus side, there is usually no harm in putting the PSU in 230V mode on a 115V circuit other than the PSU might not work or not properly. Putting it on the 115V position while connected to a 230V circuit on the other hand will instantaneously destroy it.
