Question Help solve MSI PRO Z690-A DDR4 weird VGA boot error and GPU killing

I have;
MSI PRO Z690-A DDR4 Motherboard with a i5-13600KF , Corsair vengeance LPX 32GB(16x2). I am experiencing a weird behavior with my motherboard/GPU(s)

------------ ISSUE --------------------
On fresh boot , PC powers ON, Mouse and keyboard gets power but no display output. Motherboard shows VGA error (MSI ez-debug LED , White). If i press the reset/restart button the PC reboots normally without showing any error , gets display out and functions normally.

------------------ BACK STORY ABOUT GPU KILLING ---------------------------
The same issue happened with my older GPU (Zotac GTX 1660 Super) after some time it required pressing the reset button multiple time to get a display. After 3-4 months my 1660super died (was booting normally , but black screen as soon as driver was initialized. tried everything reinstalling drivers/ downgrading driver version with DDU , fresh windows install) after which i used a spare GPU a Zotac GTX 1050ti OC, which literally got burned while using (pop sound and GPU dead), everything else was working normally after this I replaced my Power supply (from Cooler Master MWE 550w white) to a new one from Deepcool believing my Power supply was bad and also purchased a 2nd hand GPU Inno3d GTX 1050ti to keep my system running in the meantime it was working fine for about 2months and now has the same VGA error LED issue .

i am not able to understand what is going on

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Please include the makes and models of all hardware used to troubleshoot the system.

The MWE White variant of the PSU from Coolermaster was a horrible unit, now I'm wondering if you picked another horrible unit but from another brand(i.e, Deepcool)...?
