Solution
You can pick most any motherboard with a Z170 chipset that supports ddr4 ram. M-ATX size is usually cheaper.
I would buy a 16gb kit(2 x 8gb) of 1.2v 2400 speed ddr4 ram. The cheaper the better; no need to pay for fancy useless heat spreaders.
You will need a modest cooler like a $30 cryorig H7

Your psu is very good, not need to change.

If you change out your graphics card, make it a big jump or you may be disappointed. GTX1070 will game well at 1080P or even 1440P.
If you will try 4k gaming, make that a GTX1080.
"Too strong" is subjective. What do you want to do with this new setup?

For example, editing/rendering etc - there would definitely be some benefit from the additional cores/threads of the 5820K.

If you're gaming, the i5-3470 is still a totally viable CPU and can support greater GPUs than the 770.
For gaming, I would suggest a GPU upgrade and not much else.
