Question Help to understand Max # of PCI Express lanes for i5

Im looking to buy an i5 9400 with built in graphics but in case I need to add a graphics card later on using a PCIE x16 card on the motherboard can I still add a x1 or x4 card at the same time as the specs for the CPU here: https://www.pccasegear.com/products/46635/intel-core-i5-9400-processor
say the max number of PCI express lanes is 16 but it also says above that "PCI express configurations up to 1x16, 2x8, 1x8 + 2x4" im guessing its up to 16 only and not 1x16 and/or 2x8 and/or 1x8 + 2x4

chipset have pcie lanes too.
gpu would use the pcie lanes from the cpu

so if a GPU x16 card is used is that all I can use with this i5 9400? If you want to know I would use an Asus ROG Strix B365-F motherboard with it that has:

1x PCIe 3.0/2.0 x16 (x16 mode)
1x PCIe 3.0/2.0 x16 (x4 mode)
3x PCIe 3.0/2.0 x1
