Help~ Unsure if Damaged GPU or CPU

Hello! I always find this a great place to find tech problems, but I couldn't find a problem while searching everywhere.

First of all, my specs.

EVGA GTX 550 TI (reqs 24 12v Rail)
RaidMax 500w PSU +12v 22A Rail
amd fx 8150 CPU Black Edition

Heres my problem, when I first built this computer, everything ran completely fine, FPS was really high and no temp problems or anything.

After a month or some, my gpu required EVGA Precision X to control fan so my GPU doesn't overheat and crash/drop FPS on my game. Now I always need to have my EVGA Precision X running so I don't crash or drop to an unplayable FPS. (This game happens to be LoL.)

Also, on the same game, while running EVGA Prec X, my GPU clock is underclocked to 980 from 1000 default. (Probably due to the 22A rail when it requires 24A rail?) Whenever I run EVGA GPU stress test, my frames are consistent and do not drop overtime, like in League of Legends (As long as I have EVGA Precision X running). I stress tested my fx 8150 with Prime95 and is completely stable with no overheating problems.

Could it possibly be a CPU damage because I cleaned off thermal paste with non-fragrant-nailpolish remover, my GPU damaged via several overheating/crashing cases, my GPU damaged through a prolonged time undervolted?

I am going to downgrade my drivers to nvidia 29x. series since it apparently might solve the issues. Will report back and please respond. Anyways for sure I will buy a new PSU with at least a good 12V rail.

 
Well updating this post. Bought a new GPU, GTX 660 and TX650M PSU and getting good frames now. :)

After buying the new power supply my monitor has been acting weird. For some reason whenever I plug in my audio from my monitor to my computer (my monitor has speakers) I hear a humming / buzzy sound, especially whenever I move my mouse or load a very vibrant screen. Also I see very faint flickering horizontal bars on my monitor. That's the reason why I bought a new graphics card, however, the problem persists.

I only get the buzzing sound when I plug my monitor's speakers into the computer, but not when I use audio jack headphones.

I've isolated the monitor and my computers power cable to their own wall socket and the buzz and flickering still existed. Ive put them in the same surge protector and it still exists. I'm clueless now. I feel like the only thing I can do is buy an HDMI monitor. BUT this never happened until I got the new corsair power supply.
