[SOLVED] Help with a budget streaming PC?

Hey guys! First timer here. I'm looking to finally get a decent set up for streaming. I typically stream straight from my PS4 itself but its pretty lacking obviously.
I'm pretty much a computer novice, I barely even know the basics so I'm looking for your expert advice! I've got a budget of about 500-2000 USD. I play and would like to stream a variety of things, I main Destiny 2 if that helps at all. I dont need a computer that's gonna let me hack into NASA or anything but I finally want to chase the dream of content creation and need something reliable and that's going to get the job done. I know my budget may have invite some limitations but I hope it's enough! Any advice would be greatly appreciated thank you!

skip the 4x8gb ram, ryzen caps out at 2933 non-oc with 4 sticks. The optimal config is 2 sticks, 2x16gb.

I'd like to state that I do have a Geforce GTX 970 already. It's a few years old but if it could shave off a couple hundred bucks and still get the job done then that would be ideal lol

Unless I am misunderstanding something 4x8 3600 is the most performance.

For most games at 1080p it will do okay, however, if you could sell it for 100 that means you would be getting a gpu that is like 70% faster for 300.
