CPU: 5600x Ryzen 5
PSU: Corsair 850 (80+ Gold)
MOBO: ROG Strix b450

I am switching from a Radeon RX 590 (Fatboy if it matter) and ran DDU with the shutdown after, the seating went seamlessly and the card fans run when the PC is turned on. I tried initially with HDMI and since my monitor can't support display port I got an adapter to try and make it work but no progress there. I highly doubt CMOS will do anything and have no integrated graphics to take over. I would guess the card is the issue but it's the second time (I've returned and re-ordered the same card (Venus 3x 3060TI))

Just don't know how to progress from here as I assume the issue lies within drivers or hardware.

Do you still have 590? If you do, try set pcie link speed to gen 3 then swap cards.

From manual.

PCIEX16_1 Mode
This item allows you to set the link speed for first VGA slot.
Configuration options: [Auto] [GEN 1] [GEN 2] [GEN 3]

Drivers aren't loaded during post/bios, not until Windows, so can rule out software. Sorta helps narrow down to being a hardware/psu/display cable/compatibility (ie link speed) issue.

That would be in BIOS or just in cmd for Windows
