So my internet has always been good. I have an ethernet connection and never have any problems with downloads or streaming or anything like that. However a month ago it changed out of nowehere and now I can't stream one youtube video without it buffering or download anything. I have run speed tests on my internet and ping and they always return very well. However, still for whatever reason my pc refuses to use the internet and actually perform how it should. I have reset windows, my router, browsers, everything. I still can't figure out why my pc isn't getting the internet it should. When I run the speed test it has no problems at all but immediately after that it goes back to not being able to download anything even though I literally just saw it the capabilities to do it. Help would be very much appreciated and I will try to respond to all comments as quickly as possible.

My pc is connected via ethernet cable directly to the modem. I don't know if the firmware is up to date but it seems to be only my computer having this problem. I have tried using every browser including, firefox, avast, google chrome, and microsoft edge. I am using my default dns but I have also tried google's dns and the issue still persists. The problem is mainly on youtube for some reason, because I can still watch videos without interruption on other sites. However, I don't seem to be able to download anything off google above a certain size or else I'll get network error. My internet seems to be pretty unstable as yesterday I did a google speed test and got 750, 850, and 130 mbps for downloads and around .65 average for...

Well let's talk first about your equipment setup. Is this a separate cable modem and router when you can connect your ethernet cable directly to the modem just in case there's an undiagnosed router issue? Is the router's firmware up to date? Have you tried alternate ethernet cables? What security features does the router have that might be causing a problem? Next let's talk security. What browsers are you using and what type of security features do they have that might be causing a problem? Did you go through the browsers' settings and turn off every feature that might cause a problem? Is your Windows set to automatically detect Proxy settings? Are you using your ISP's default DNS or an alternate DNS? Let's also talk system performance. Are the problems primarily on websites with a lot of graphic content or are there also problems on all text websites? Last resort: just in case its a Windows problem did you try booting your computer from a usb containing a linux live distro and see what happens there? If that works well you might have to consider completely reinstalling Windows.

Resetting Windows is not the same as a new installation of Windows. Try the booting from a usb with linux distro option and if the problem goes away then you will have to consider completely wiping out your old windows installation and freshly reinstalling windows again.
