Help with MSI tomahawk b350, 3200 MHz ram and ryzen 7 1700

Hello everyone,
Like so many people I'm starting my first build. I have been researching building a gaming pc for months and I still have lots of questions about motherboards, ram and my processor.

I'm very set on a Gtx 1070ti, I heard its good for 1440p. I do game (a little) but I do lots of editing and recording. The card is for the future when I can have more games, I mainly play gta v and the sims 4 (for YouTube). For the sims I have lots of mods and it tends to impact the game heavily.

I'm thinking of the ryzen 5 1600 oc, but I don't know if there will be bottleneck with the graphics card, I am getting a aio cooler for the cpu when overclock. The ryzen 7 1700 sounds pretty good except is a lot more money.

For the motherboard I'm thinking of the MSI tomahawk b350, but again I'm not sure if that will be okay with the ryzen 7. I'm think of getting G.skill ripjaws v 3200 series, but I've heard that you can't get that to 3200 MHz on that board. That's as much as I can spend on ram given it's very expensive.

I'm in Canada so please keep the pricing in mind. My budget is just as close in price to the stuff I have talked about already, the build is getting super expensive as it is so I can't go much higher on the pricing.

This DDR4 SDRAM by G.Skill V series is compatible on that motherboard. The 3200 SDRAM is 16 GB (listed as compatible). But if the 16GB is compatible, the 8 GB kit should be compatible too.
