Question Help with OC 9600k+z370 gaming plus

My board xmp not working when i try it, push me to make it default.
therefore I think my board have some issue or psu?

correctly if I use my gaming boost it voltages hitting 1.38+
kindly help me do the OC manually so I have my pc stable, since i'm new in this

also do CPU auto restart if the volt is higher ? cuz this is happening to me every time I try to load a game "bio default" though.
I have also notice that my pc boost at 4.6 ghz , and high voltages 1.38+ in default bio ? whats going on here?
MB: MSI z370 gaming Plus
pro: 9600k
RAM: Tforce 4000 MHZ

thanks for the information, I have found out that my GPU force to close my close , after I have tested my Processor the load seems like can be hold by it
not sure what making it happen
