Question Help with PC Upgrade

I currently have an i7 4770, 16GB DDR3 and a 1060 6gb
I want to be able to stream with a consistent fps above 144 since i have an 144hz monitor which currently, my pc does not do. My CPU is also regularly at 100% and my pc also decides to slow down or do some glitchy things sometimes.

I was recommended a ryzen 7 2700 + 16gb ddr4 and i was wondering if this would help me with my issues.
My budget is around 200-300 GBP

You're better off building a system meant for gaming while your current system will handle the streaming duties. You're also looking at a new motherboard to pair the processor and DDR4 ram.
