Question Help with stuttering in Apex Legends w rtx 2070super!!

Hi, just got myself a new pc built and using my old ssd n hdd for which my win10 and games are located. Setup everything smoothly and system runs perfectly but realise when i run apex legends, theres stutter/microstutter every now and then, my fps is sitting high and constant of 144 without issue (i didnt have any issue with apex on my old system which has a gtx 1070 n i7-6700h)

i have also tried almost all the solutions on google, adjusting nvidia control panel settings, disable origin in-game, use ISLC, rtss and clean my memory cache, even reinstalling the game with latest windows update+ driver updates

gigabyte rtx 2070super gaming oc 8gb
msi z390 carbon pro ac
2x16gb ram

hi i had jus found out after i recorded my own gameplay, theres this red icon like a broken line appearing at the top right every time it stutters, google says its Prediction error. i researched and i think apparently my issue isnt my new pc related, but server wise. i also updated my laptop to try apex, exactly same stuttering issue there, reboot my router but didnt seem to fix though
