I have a 1993 Sylvania tv set. I am having an overscan issue, both vertical and horozontal. It is quite considerable now. It happened all at once. Is there an adjustment for aspect or overscan on this model that I can make?

It is more likely an internal voltage problem. 1993 TV probably has bad caps in the power supply. See if you can get the Photofacts for the set.

Caps in the power supply would not have any effect on the picture.
There are potentiometers for vertical and horizontal size, if not accessible from the outside then on the board that is connected to the tube.
TVs have high current and can kill you so don't open it.

Also the model number you give has zero results on google, are you sure you typed it in correctly?
Many TVs do have "secret" service menu that you can get into by knowing the correct button combination.

If you do that make sure to write down the settings it has now so you can revert in case you make it even worse.

I am trying to post a photo, but I don't see an attachment icon. Do I need a certain number of posts for an attachment? This is the correct model # I listed. I took a photo of the tag.

I might agree if the OP hadn't said it happened "all at once". That is an internal issue, not an adjustment issue, IMO.
25+ year old set. Cracked solder is quite likely. Bad caps are quite likely.
But I will go back to an internal voltage being LOW. That could cause insufficient drive in the horizontal circuit which would cause weak high voltage on the CRT which will cause the image to bloom. That looks like overscan.

https://ibb.co/Y3hmrrh. Here is a photo of my service tag. I would really like to attempt a repair of this set. One other thing is the set will not turn off, either using power button on the set or remote. The screen just gets real bright. The screen will toggle back and forth, between normal screen, and bright, every time I push the power button. I have unplug the set. The color and sharpness is still good. It seems like at times, I am temporarily losing horizontal hold.

I have a 1980's vintage Zenith/Bose tv that had a similar issue with the picture. Not the shut off issue though. It was the horizontal sweep board. It took a while to find a replacement, as it was a discontinued board. It had a pincushion adjustment, along with the horizontal power transistor. I decided to replace the high voltage transformer also, as the supplier had one cheap. Replacing that board, along with the transformer fixed it. Is there any place I can download a schematic, with board listings? There is still the issue with identifying that model #. My searches came up blank.

According to this PDF -- https://www.worldradiohistory.com/Archive-PF-Reporter/90s/EST-1996-08.pdf If you search for 27Y, you will see that your chassis number is contained in Photofacts 3687
