Question Help with troubleshooting poor gaming performance ?

I am hoping that somebody can help me where reddit has failed me. Getting poor performance in CS2, I was frustrated and decided to upgrade my PC. I built the PC myself from scratch and am no expert but I am handy enough to know my way around, and have worked in basic technical and networking support in the past, to give you some idea of my background. Here are my specs:

NOTE: Please note that I am aware that my system is bottlenecked by my CPU, but if you read on you will find why it shouldn't matter here, I will put this in bold.

CPU: AMD Ryzen 7 7700 8-Core, 3.8GHz 16-Thread Unlocked Desktop Processor
GPU: PNY GeForce RTX™ 5070 12GB ARGB Overclocked Triple Fan
MOBO: GIGABYTE B650M Gaming Plus WiFi AM5 LGA 1718 AMD B650 M-ATX, DDR5, PCIe 4.0 M.2, PCIe 4.0, USB 3.2 Gen 1 Type-C, Wi-Fi 6E, 2.5GbE LAN

FPS Cap: Off

Monitor settings:
G-Sync/Freesync: Off

In-Game settings:
FPS_MAX: 0 (Uncapped)
V-sync: Off
Aspect Ratio: 4:3
Resolution: 1440x1080
Video settings: Mostly low

Game launch options:
-high -novid -noreflex -allow_third_party_software

Relevant BIOS settings:
XMP: On


Even after upgrading, I am struggling to keep 300FPS on my best days in Counter-Strike 2 (sometimes dropping to 150-200). There are many threads about poor CS2 performance and I have tried many suggestions on how to fix performance in CS2, none of which have solved the problem, many of my settings above are because of recommendations I have seen online. I have seen numerous videos on youtube showing that a 5070 along with a Ryzen 7700 is able to EASILY and consistently maintain 500+ FPS with my same settings, unless all of these videos are fabricating their specs, this tells me that the bottleneck caused by my CPU should not be bad enough to cause such low performance as I am experiencing. Anecdotally, many users in-game tell me they have much worse GPU and CPU than I do, and are getting 300 fps. I was similarly getting admittedly worse but not by much results with a 2070 ti and 5 series CPU.

There are countless other videos showing 400-500+ FPS with older GPUs such as 4060, 4070, 4080 and my same processor.

If there is any other information that I need to provide that I missed, please let me know. I hope somebody will be able to help me figure out this mystery, thanks in advance.

EDIT: Interestingly, many posts seem to indicate Nvidia Reflex should be turned off, when I turned it on to experiment, my frames skyrocketed and my response times seemed to improve. However, this lasted only for a couple of hours and performance went back to normal again. I'm not sure if it's relevant or just a random event, but possibly worth noting here.
