HELP!!!!

Greetings, I recently purchased a Supermicro X6DVL-EG2 Motherboard and have installed 2 Intel Xeon Prestonia 2.8 ghz 533mhz bus with 512 rtl processors. After installing the cpu's (heatsinks and fans too) and installing the memory, I switched the computer on only to have the cpu/power failure led turn red immediately and the warning beep go off. This occurred the moment I switched the computer on. What is the problem?
 
If you're certain the CPU's were installed correctly, that leaves ordinary problems such as the wrong power supply type, an improperly mounted board (shorted on the back side), etc.
