Question high cpu , low gpu usage . HELP

SPECS : GTX 1070TI FROM ASUS
CPU RYZEN 5 2600
RAM G.SKILL TRIDENT Z NEO 3200MHZ CL16
MOTHERBOARD ASUS TUF B450-PLUS GAMING
why is the cpu bottlenecking the gpu , i did fresh install and installed all the drivers and updated windows and set the power to ultimate performance

If you want higher GPU usage you have to turn the graphics setting up
