Question High CPU temperature and usage with a game running in the background, but low/normal during gameplay

This is really weird and I can't find anything else about it online. This is happening to me with the witcher 3, I have not yet had the chance to test if the same thing happens with other games. The game is on fullscreen and my CPU is a ryzen 5800x.

During gameplay my CPU usage and temps are pretty normal, around 10% for usage and 60 degrees celsius for temperature. But when I alt tab out of the game, the usage goes up to 30% and my cpu reaches (and stays at) 75-80 degrees.


Does anyone know why this might be happening?
 
When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

If you're on Windows, open up Task Manager and see if you have any background apps running draining resources. Do you have a custom fan profile applied to your cooling? Or perhaps your fans are set to silent/Turbo(if on Asus)?

Sorry, I'm not on these types of forums very often. Witcher 3 is the application that's using the cpu, it's at around 25-30% while the rest of the system uses only about 2%. My CPU fan's rpm changes solely depending on temperature, my case's fan's rpm is fixed.

CPU: AMD Ryzen 7 5800X
CPU cooler: Be quiet pure rock 2
Motherboard: Gigabyte B550m DS3H rev 1.3
BIOS version: F17
2x8gb DDR4 2400 mhz running on dual channel
GPU: GTX 1070
PSU: cooler master MWE 700, it's about 2-3 years old

I'm running windows 10 on my pc

its a bit baffling that the temps at 10 percent usage are at 60c that sounds like the cooler or the case is isn't cooling well enough.

when alt tabbed out the game the in game frame limiter is removed so basicly it just runs it as fast as it can go.

Thank you for the answer, I hadn't considered that. I have an fps limiter enabled on nvidia control panel though, does it still get removed when alt tabbing? Is there a way to stop this from happening?

My cooling is not very good indeed, I have an 80mm fan for my cpu and a 100mm exhaust fan on my case. For now I don't think it's a problem though, my cpu is stays under 70 degrees most of the time and never goes up above 85. The pc does make a lot of noise though

i would invest in a better cooler 80mm fan for cpu isnt gonna really do much.

in short yes it does you can try and see if the games your playing have a limit cap see if the ingame has it

sometimes its nvidias overlay not working and other times it can cause instability if the game already has one
