After I windows reset my PC my CPU has high usage on core windows applications. I also started to run into BSODs after attempting to check my memory via windows memory diagnostic. BSODs: Uncorrectable Error, Unexpected Kernel Mode Trap, IRQL not less or equal, kmode exception not handled, clock watchdog timeout. After resetting again it seems to have gone away with my CPU still performing sluggish for 5 GHz all cores with a 360mm AIO. I have changed power settings, updated all drivers, and reset multiple times and am still having this issue. Any guidance would be appreciated. https://www.userbenchmark.com/UserRun/30511447 Also when I mean sluggish I mean as in 100% CPU usage launching uno with a i9 9900k. It is also happening to my GPU (2080 Super) as well averaging 25% just watching some videos. Also having some network issues. GPU seems to fluctuate as if on idle goes to 300 GPU MHz clock and 405 Mem Clock and goes up to base speed on and off.

I shall do it tomorrow it shouldn't be a hardware issue at all. Only had this computer for six months. This all started occurring after a reset of windows then I tried doing memory diagnostic on my computer which took hours so I left it overnight. Then I assume it BSOD'd during the test then every time I would boot it wouldn't BSOD right away but would BSOD. Solved the BSOD by resetting the computer again then we are here with same problems I was trying to fix after the first reset.
