Question high cpu usage

I have a gaming laptop with i5 8300h and 1050ti. While playing games or under load my cpu temps touches 88 degrees C, and my cpu usage in 100% but my clock speeds are around 900 mhz.
So is my cpu overheating causing the bottleneck And will renewing the thermal paste fix the issue because undervolting is not sowing any drop on temps.

Dusting and thermal paste would maybe fix the issue, but assuming that is a laptop, you can't expect to have full performance under 100% load for long periods of time, but 900MHz is severely thermal throttling. Either your laptop has a really bad cooling solution or you're gaming on a bed with 40C ambient temperatures.
