High End Pc Pronlem

Alright so I just recently put together a PC that took me awhile to get, so this is even more stressful. It's pretty high end (Specs Below) and it still struggles to do a lot of things like fire up quickly, run games as well as it did ( First day I put it together ran Rainbow 6 Siege at 250 fps on ultra, now only 80,) it opens things slowly, and in the Performance Monitor, it said everything performed poorly or very poorly, everything was put together correctly, only thing I didn't do the normal way was I downloaded the MOBO drivers from online rather than off disk (No disk drive), also instead of getting new hard drives, I'm using my old ones, which both were formatted. Any idea fellas? Feel free to ask questions if you need more info. I appreciate the help

GTX 1080 Duke 8Gb
16Gb G Skill Ripjaws 5 3200 ( 2x8 )
750w Corsair PSU
H100i Pro water cooler
2 1tb WD Caviar Blue

download gpu-z and cpu-z and post screen pics of your live stats. It isnt easy to tell you whats going on, when we have literally no information

if HW is fine (temperatures etc) it may be also some malware...
to start with post basic screens as per post above (temps, clock, voltage)
also you can look at performance monitor what's causing load %
