High Frame Time in all games (55ms)

In all my 3D games I get a very choppy feeling so I used MSI afterburner to check my frame time and it keeps jumping up to 48-55. Every second or two I get a jump like this (even though MSI doesn't always catch it) and the average is still around 35ms even without the jumps so feels very unsmooth. I have replaced everything in my desktop in the past 2 months (including fresh windows 8 install) except for:

FX 6100 (OC to 4.2) CPU + Hyper T4 Cooler
CX 430 PSU
Two 4Gb DDR3-1333 PC3-10600 MB/sec (Stock)

All of my components are good temps (Under 60C) because I have a 140mm, 120mm, and 92mm fan at the top of my case to keep the airflow smooth. I have also tried playing with one of each of the memory sticks to see if one of them was malfunctioning. When I am watching the monitor while idle in Borderlands 2 my MS averages at 23 and sometimes still jumps up to 35 but its not nearly as bad as when I am active in the game. All of the replacements in the past 2 months have been to try and resolve this problem so I am quite desperate for any good advice on how to smooth out my gameplay.

So I made a new post to try and get some fresh faces to try and help me out.
 
This problem has occurred on two motherboards. Current one is a GA-78LMT-USB3, and the previous one was the stock h8-1214 board. I have also tried disabling power save settings. I commonly use connection testers to make sure my latency is good and besides this problem happens in every game I play.
