High framerate; But isn't "true" 60fps.

Recently, I got a new GPU; EVGA's GTX 770. I was hoping it would eliminate my issue with my games having a high framerate, but not being smooth.

With the 770, while my average frame rate has gone up by at least 40% in practically every game,(Including the infamous Saints Row 2, but that's for later.) but it isn't...well, smooth!

Using this website which compares 30 fps vs 60 fps, the demo here is actually entirely smoother than any of my games play. This is also consistent compared to my peers' video game performance.

This is awfully confusing, and I'm surprised that the 770 isn't helping here.

Specs
Motherboard: Gigabyte G1.Sniper Z87.
CPU: Intel i5 4670k @ 4.2ghz.
RAM: 8GB DDR3 Dual-Channel 1600mhz.
GPU: EVGA GTX 770.
HDD: Seagate 250GB 7200RPM / Seagate 2TB 7200RPM
PSU: Rosewill HIVE-650 650W.
OS: Windows 7 Ultimate x64.

Monitor is also an Insignia NS-24EM51A14. (5ms, TN Panel, 1920x1080.)
Secondary monitor is an Acer S220HQLAbd. (Also a 5ms, TN Panel, 1920x1080 monitor.)
 
@MagicPants: I have indeed tried killing background things. And I have some things attached from USB, these being: A Logitech G510 keyboard, G400 mouse, and a Microsoft Xbox 360 wireless receiver for my controller. Perhaps the G510 could have something to do with this since it has the screen. Worth looking into.

@Calnin: That's the strangest part, I have adaptive V-sync forced through Nvidia's Control Panel, and it still does this.

 
Just tried without the 2nd monitor. Still there, with normal vsync forced, and in-game. I used Bioshock Infinite for testing.

I did a simple benchmark while walking around Columbia, here's the results
Frames, Time (ms), Min, Max, Avg
9263, 148208, 59, 61, 60.1866

The 59fps on the min value initially happened with loading in. Didn't hitch anywhere else.

 
On another slightly unrelated note;

Say I take my old GeForce 210 GPU, and put it in along with my 770, and I run my extra monitors on my 210, and my primary one on my 770. I'm not thinking that this would help performance, but would it be possible?

Pretty sure that the 210 512MB of vram.
 
I'm no expert, but could be a faulty cable? And in terms of background tasks, try downloading Razer's Game Booster software, as far as i know it's free and, if you enable boost mode in it, it kills all non-vital tasks so you can game with that little bit extra.
 


Hmm, but what cable could be faulty? I just swapped my DVI-I cable for a different DVI-D cable. Same thing. And I used Razer's game booster when I answered MagicPants' suggestion with killing background tasks.
 


I guess it is sort of a microstutter. Whenever I pan around on my screen, it just feels...not smooth. I explained it in my OP.

I've always had this issue, where my 60fps never looked as smooth as a comparison shot much like that 30vs60 demographic. Yet I've replaced nearly every component of this computer.

I started out with:

Motherboard: Foxconn M6IPMP-K
CPU: AMD Athlon Regor X2 255 @ 3.1 ghz
RAM: G.Skill Ripjaws 4GB @ 1333mhz
GPU: GeForce 210
PSU: Antec 440W

It was stuttery then too. But maybe because the 210 isn't very powerful.


 
It bothers me that I went from a Radeon HD 7850; The 7000 series is notorious for this stutter; And dropped $300 on a GPU that still stutters.

When the person I'm comparing this to has a GTX 570, and everything is smoother there, I refuse to believe that I just have to deal with stutter.

I've gone through two brands, and many sets of drivers.
 
They were.

We used Counter Strike; Source, and Global Offensive; And Battlefield 3.

In comparison, their specs are

i7 2600k
Gigabyte H65(?) LGA1155 motherboard
12GB DDR3 1333mhz
GTX 570
Few 500GB+ HDDs
1000W Rosewill Lightning.
 
Go to testufo.com and try out the different types of stuttering.

Figure out what type of stuttering is the problem, and we might be able to figure it out from there.

That being said, Bioshock Infinite is notorious for being all over the place when it comes to framerates. It mostly sounds like a driver problem.
 
Installed a brand, spankin' new 240GB SSD. Crucial's M500.

Also a fresh install of windows; And games still do not play smoothly.

I've had to disable my lan controller for Bioshock, because they don't like to play, and I've disabled sound to no avail.

Swapped ram with my bud, same thing. Popped my 770 in my G1's 2nd PCI-E slot (x8), and nothin'.

And I put my 4670k back to stock momentarily.
 
I'm actually having this same issue but the difference with me is it only happens in one game (minecraft). I see people on YouTube getting the same high fps as I do but there is a lot more smooth. My gameplay seems to stutter a lot and I have no idea why. I've tried vsync and it has helped but it hasn't solved the problem.
 


I had a cheap 800-DPI mouse until 2012, then a cheap 1200-DPI mouse, and now I have a Logitech G400. I've tried it's higher DPI modes in response to your suggestion and am sad to say that it has no affect.
 


My previous monitor was a ghosting little bastard.

I got my new monitor in the mail finally, BenQ's RL2455. 1ms response time, yadda yadda. This thing was made to beat ghosting.

I've tried my games, and they're crazy smooth; Just like my friend's is. Still 60hz though, yet this is the first time I've ever truly experienced it. All of my previous monitors ghosted.
