High framerate; But isn't "true" 60fps.

Recently, I got a new GPU; EVGA's GTX 770. I was hoping it would eliminate my issue with my games having a high framerate, but not being smooth.

With the 770, while my average frame rate has gone up by at least 40% in practically every game,(Including the infamous Saints Row 2, but that's for later.) but it isn't...well, smooth!

Using this website which compares 30 fps vs 60 fps, the demo here is actually entirely smoother than any of my games play. This is also consistent compared to my peers' video game performance.

This is awfully confusing, and I'm surprised that the 770 isn't helping here.

Motherboard: Gigabyte G1.Sniper Z87.
CPU: Intel i5 4670k @ 4.2ghz.
RAM: 8GB DDR3 Dual-Channel 1600mhz.
GPU: EVGA GTX 770.
HDD: Seagate 250GB 7200RPM / Seagate 2TB 7200RPM
PSU: Rosewill HIVE-650 650W.
OS: Windows 7 Ultimate x64.

Monitor is also an Insignia NS-24EM51A14. (5ms, TN Panel, 1920x1080.)
Secondary monitor is an Acer S220HQLAbd. (Also a 5ms, TN Panel, 1920x1080 monitor.)
