High idle temp/PC Crashing

So, after a while, i am unsure of what caused it, but my PC started blue screening with the DPC Watchdog violation every time i tried to do something. i ran a disk check, (left it on over night) and it stopped blue screening. It worked for a few days just fine, then, it started freezing/crashing. It completely freezes up and sits there for a few minutes and finally resets itself. I usually just hold the power button down and give up. I downloaded speccy after a friend told me about it, and noticed my temperatures at idle were quite interesting. https://gyazo.com/c4211bd282afc0d659b179a44f5e962e they seem fluctuating. I assume while gaming its even higher and crashes during because of some insane temperature. I took up buying some compressed air, opened up the girl, and to my amazement since around a year ago i put a new gpu in there was nearly no dust. I sprayed where i could for about an hour letting the can warm back up after going completely cold, spraying into the cpu fan at an attempt to get any dust out of it and the heatsink, and no change. I probably need another fan, where would i put it? also, why would it only recently be acting up like this? Where my pc is situated, its pretty cool. In the basement, and, really cold. i live in eastern pa to give insight on how cold. vvvv cold. Any help is appreciated, im at aloss 🙁
 


yeah, my crashing issue is the main problem. If anyone needs more information about that let me know, i don't know much, but i figure the temps are the issue. I can try getting a new fan and some thermal paste, but i cant seem to even get the fan off of the heatsink itself. It has 4 screws, but something in front of the screws, looks like slots for more screws, but just in the way of trying to unscrew it. Any tip for that? lol
 


If i could i would just do that and call it a day... sadly i cant. Any tip where to put a second fan? i can show more of the case but im kinda a noob at this. I can change a gpu & hard drive, thats about it.
