Question High PC low Preformance

hi my pc is having a low performance when i bought it it was good and everything and one time i booted from other drive then i booted back from the primary drive and it start having extremely low performance
all of my drivers are installed for the amd graphics card and 8 cores are running but feels like 2 cores

PC information:
Processor Intel(R) Core(TM) i7-4790 CPU @ 3.60GHz, 3601 Mhz, 4 Core(s), 8 Logical Processor(s)
Graphics card Radeon 480 rx

Here is an example:

my fps is locked on 60 fps when i changed the fps lock to 300 and it still locking on that (when i'm in a game not in main menu)
