High ping and slow internet on only 1 computer

I've tried using ethernet, wifi through usb and pcie, and I still get random, consitant high ping spikes on my desktop. It seems to be working fine, but suddenly the internet becomes really slow. I've talked to my ISP and there are no errors on their side, so I'm not sure what's going on. Currently I'm using a tp-link tl-wn881nd, and I've tried reinstalling drivers. I actually bought the pcie card thinking it was a fault in the ethernet port, to no avail. What could be wrong?

In the subject you state on only one computer. Meaning you have multiple computers and this is the only one experiencing the problem. Are you sure the issue doesn't replicate on the other computers?

Yes, I've tried going on cmd with Ping google.com at the same time with two very different results on my laptop compared to the desktop

you could have some type of virus, i had one a few days ago that was constantly uploading something, so immediately reinstalled windows and it fixed my slow internet
