Question High Power Usage in Task Manager - PC / Tabs / Windows keep freezing occasionally

Hey there, I have been having some issues today with my PC. Whenever I open a new app, such as Google Chrome (Yes, I know, bad browser) or Discord, etc., it will slow my PC immensely for a few seconds, and then resume as usual. When checking the Task-Manager, one or the other app is always on very high Power-Usage. This varies from Discord to Google Chrome.

I've been using MSI Afterburner for undervolting purposes for several months now, and only today, this issue started happening, so I don't think it's my undervolting settings.

My setup:
RTX 3070
13th gen i5-13400F

Look in Resource Monitor and Process Explorer (Microsoft, free) for other changes that happen when the PC slows.

Use both tools but only one tool at a time.

Also check Task Manager > Startup and Task Scheduler. There may be some app or utility being launched or triggered in the background that grabs some system resource(s).

How old is that PSU? History of heavy use for gaming or video editing?
