High Temp for Motherboard possibly

I work for my father whose an accountant and recently the computer has been restarting itself, I downloaded CPUID HWMonitor and it shows the IBM IBM temp as 60 degrees celsius I recently changed the power supply b/c the fan had died on it, is it possible that the cpu overheated and messed with the thermal paste b/c it still shows a 60 degree Celsius temp


Computer is a ThinkCenter 8113 DIU i believe
 
The heat sink is fine it's a pretty big heatsink and is secure

I've researched what it could be a little online and so far the only hits I've gotten was that the thermal paste might be dry or whatnot because we weren't aware that the power supply's fan was not working for a while and was wondering if that would cause the motherboard and the cpu to overheat

I'd also like to mention that the only reading on Speefan that is hot is Temp1, I have heard that this might be an erroneous reading is this possible as well?
