Question High Thermals on RTX 2070 Super despite Undervoliting

So I was facing some temperature issues with my RTX 2070 Super (Gigabyte) last year. So I had decided to undervolt it to keep stable clock speeds and better thermals. I used MSI After burner and created a custom OC curve and the temperatures were find from then on with a stable clock speed at around 1815-1845 mhz. It is important to note that I was using Windows 10 at that point up until last week. Last week I decided to upgrade my OS to Windows 11. I used my older afterburner profile files and brought my OC Curve back. But the temperatures seems to be not stable as I now get higher temps at lower clock speed and lower voltages despite the underclock. Has anyone had similar issues like this after upgrading to Win 11?
 
It is important to note that I never had this issue on my previous OS. My temps barely crossed 70s and the underclock was pretty stable as I never faced any issues playing AAA multiple titles for hours without any issues up until I upgraded to Win 11.
