Hmmm....Sneak doesn't improve....

Having played both The Elder Scrolls and Daggerfall, I know how this
is SUPPOSED to work. In fact, all of my other skills are increasing
nicely with use.

Except Sneak.

It is one of my top level skills and I use it whenever possible. I
see the "you are sneaking" icon come up and yet I NEVER have my "% of
a new level in Sneak" bar move. It is still locked at 0/100.

Is there something special about sneak? Am I missing something?

You have to be near a person or animal when the icon is up in order for your
sneak skill to improve. If you're sneaking when nobody is around, it
doesn't count.

Do I have to keep moving? Of if I sneak up next to them and wait,
does the skill still increase?

Usually when I sneak up on somebody/thing, I'm trying to kill it
before it kills me so if I can wait until they notice me...

No, you don't have to keep moving.

That would work. I increased my sneak when it was pretty low by
sneaking past Netches and Scribs. They are pretty easy to sneak up on
and nothing bad happens if they notice you. I found out early on that
Silt Striders are impossible to sneak up on. They spot you from a
long ways away. If you just sneak down the road at random, the Cliff
Racers don't usually notice you, either.

Basically, the game engine polls every so often to see if you were
noticed. Each time you _succeed_ in staying hidden, your skill counter
goes up. As a result of this, you can quite easily raise your skill by
sneaking in areas where you don't care whether you get detected or not;
shops etc. As long as someone is facing in your direction while you're
sneaking, your skill can rise. Of course, if there are too many people,
you have very little chance of successfully sneaking in the first place,
so I don't recommend practicing in the middle of a city.
