Horizontal Flickering Lines on Monitor! Help!

Alright, here is a bit of back story first...
I got a new desktop a few months back from CyberPowerPC, and it has been working amazingly up until today. I was messing around on Minecraft with some shaders and texture packs, seeing how good i could get it to look, and everything was fine until i went in to full screen mode, then back out of it. A bunch of horizontal lines kept flashing everywhere on my monitor every time something happened on-screen.

I tried unplugging my graphics card and plugging it back in, because for some reason i thought that would help... well it didn't. I know for sure it's not my hdmi connection from my computer to monitor, because along side the flickering lines on the screen, some videos will do this, and I know it's not my monitor, because I tried it with another monitor and did the same thing... I also tried to update my drivers from the control panel, but that didn't help either.
Playing games seems fine, with the exception of these really weird dots that are constantly on the screen-

I recreated what i saw on my screen, and the dots in blue are what i found to be the main pattern that is repeated twice horizontally, and 6 or so times vertically- And I should also add that they are transparent, as well- about 15% transparent compared to the ones in the picture.

So I have no idea what I should do. If it's the graphics card, ill go to AMD first, to see if they will replace it, because based on the stories i have heard of CyberPowerPC's support, I would rather eat dirt than have to deal with them... If it's an easy fix, like- "Oh, just try re-plugging this in and it should work.", or "Oh, do this, this, and this, restart and then you should be good.", that would be amazing, but i'm not that optimistic about it.

So what do you guys think? Any help on this would be great!

Solution
I do think that your "dots"problem is in your graphic card or interference of the video output.

It could be a defective connector. Have you tried another output on your card.
It could be the graphics card itself.

The lines issue could be the onset of more serious problems with your RAM. It can be a lot worse than your video clip.
Dots:

Do you have a case speaker? If so, are there any beep codes?

I just re-seated the RAM, and it actually fixed the lines! (For the most part, anyways. They still pop up once in a while, but it's not constant.) Although it didn't get rid of the dots all over the screen...
I'll try to run memtest overnight like you said, and i'll post my results in the morning.
Do you have a case speaker?

I'll resist marking this as the solution until i can fix the dots, but thanks for helping!

Edit: Flickering is back, only sometimes it will go away...
Update: Ran memtest overnight, it passed 7 times, and there were no errors... :/
 
I do think that your "dots"problem is in your graphic card or interference of the video output.

It could be a defective connector. Have you tried another output on your card.
It could be the graphics card itself.

The lines issue could be the onset of more serious problems with your RAM. It can be a lot worse than your video clip.

I tried the dvi output, but it didn't change anything...
The problems with the lines are also getting a bit worse, and earlier today I uninstalled the graphics card drivers, and that got rid of the lines (but the dots were still there), until i restarted the system . I did re-install the drivers after the restart, because I'm no tech whiz, but i'm pretty sure graphics card drivers are a good thing to have...

So if it's the graphics card, is there anything i can do that doesn't require me to ship my computer back out to California, have it be completely wiped of all its data, then have it come back in the same condition (or worse), all while paying 75+ dollars for shipping? Or that doesn't require me buying a brand new 250+ dollar graphics card?


and I know it's not my monitor, because I tried it with another monitor and did the same thing...

Ah, nope. The only other desktop that i know of doesn't have a good enough PSU to support the card, and it has on-board graphics...
None of the people that I know own desktops, so i'm kinda gonna have to take a shot in the dark, and just assume it's the graphics card, I guess...

Update: I'm just gonna RMA for a new graphics card... Thanks for your help!
