How can I change the resolution of video without changing its quality?

If I have a 4k video file and i want to make it 1080p without changing ANYTHING else, how could I do this?

Handbrake compresses the video and so makes it look horrible. Is there a setting to make it changing nothing besides from resolution. I want to keep everything else the same.
 
I've found handbrake does a very very good job with minimal impact on visual quality.

By changing from 4k to 1080p you are compressing it, the program will have to make 'decisions' about how to process 4 pixels into 1 pixel, precisely what colour do i assign to that pixel for every single frame. Lets say that those 4 pixels were 2 black, 1 white and a red, what should it be?

What kind of horrible are you talking about.

Try using handbrake at max quality.
 


I mean as in it lowers the bitrate and makes fades in colour look pixelated. Im looking to get a very high quality video.

Do you think I should just try and upper the quality to 15 or 10 RF? That would take ages of experimenting though :/
 


You don't understand, If I were to render out a 4k video using sony vegas pro into a 1080p video it would look the same. if I did it with the default settings in handbrake it would drastically lower the quality.

The picture on the right is done with sony vegas, the one on the left is done with the default settings on handbrake

Both files are 1080p. Of course, the handbrake file is about half the file size, the file size isn't really an issue, though. I want to keep the same quality but compress a 4k video into 1080p.

 


Don't use the default settings then. Put the quality at Placebo Quality.
