How can I decrease fan noise?

I recently purchased a custom high-spec PC that works quite well. However, I've had a problem with the cooling fans. Whenever I'm doing miscellaneous tasks (surfing the web, office apps, etc.) they sound just fine and aren't a disruption. However, when I start up a game, especially Planetside 2 and heavily modded skyrim, the fans make an insane amount of noise, enough to be heard from the floor below. I usually put the system on power saver mode which shuts it up a bit but then I notice a noticeable amount of performance decrease in-game. The PC is in a well ventilated area and the case provides ample exhaust. I plan to upgrade the fans or even switch to liquid cooling but that is not in the near future.

Note, my PC is the exact same as the parts in the link except I am using an Azza SIRIUS case.

Is my PC making an abnormal amount of noise? At it's max it can be heard through the walls and floors.

How can I decrease the amount of noise while not completely upgrading my cooling fans?

Is it safe to disable the case fan? I believe it's that one that is responsible for the majority of the
noise and I already have four other fans on the power supply, GPU, and CPU.

Solution
Noise comes from fans running at high rpm's.
To locate the offending fans, take a paper tube to your ear and listen to each fan to see which ones are noisy.
Most likely the graphics card fans or your cpu cooler.

Your case is not a good one for cooling, it does not have adequate intake area. A single 120mm intake if I read it correctly.
Take the case covers off and see if that makes a big difference.
If it does, you have a case cooling issue.

Liquid cooling is likely to aggravate the issue.
The radiators have fans that are needed to cool the liquid.

The psu fan is only for keeping the psu temperatures normal. It is no good for case cooling.

If you have any overclocks, turn them off. An overclock to either the cpu or graphics card...



I wouldn't turn off the fans. I think the one making all the noise is the vga. AMD's are quite noisy. Assuming I'm right, the only thing to do is to mod the case into supporting water cooling. But that ain't cheap.
