Question How can I diagnose this problem

While I'm playing some games ( AC Odyssey, League of Legends) the screen starts doing this sometimes, it's a bit annoying. I would like to get some tips about this problem. Maybe the graphics card has a problem? Or the monitor?

Clip is too short to see any anomaly, maybe you can describe it better.

The video shows that the top part of the screen is just flashing a bit, you can take a closer look to find the described problem in my post.
