I see two RT X30X0 GPUs on Amazon. I chose Refurbished on purpose. Is the more expensive one truly worth the difference in price? If so, why and what type of end user would benefit the most from the 3080? Any Vendor to steer clear of?

Only you can determine "worth". A 3080 will support higher resolution and/or higher refresh and do it for a longer lifespan than a 3060.
If you have 1080p 60Hz displays and swap hardware every couple years, then the 3080 wouldn't be a good investment.
Or if you have a 4th generation i5, a 3080 wouldn't be a good investment.
We can't tell you which is best.

1080p 60Hz is for the most part the de facto for a 65" LCD TV, right? I watch a lot of 1080P content TV through a Surround system (Paramount+, Amazon, YouTube, etc.) play Division 2 and maybe other 'cumbersome' games in the future.

Would it benefit me or a waste to replace my 1650 with a 3060?
