I have a Samsung galaxy note 8 phone N950F (Exynos) for some reason I can't make calls with it. It says that the phone is not allowed. Is there a way that I can change the IMEI number so that the phone will car again?
Your service provider should be able to provide more information of why it can't make calls and possibly fix it depending on the reason why it is showing as not allowed.
Would you know of any software that can change the number?
It is against the law to modify the IMEI number of a device (depends on country of course), contact your service provider, tell them what is happening, they will get you a fix, or contact the person you got the phone from and get your money back.
You bought a phone that is still linked to an account that has the phone under contract. The original owner still owes money on the phone. Either return it and get your money back or tell the original owner to pay his bill.

You cannot change that IMEI number.
Contact whoever you pay for cellphone service. That device is locked, due to one or more reasons:
The previous owner bailed on some payments, and his provider locked it
It was stolen, and the previous owner had it locked
