How do I re-install video drivers when I have black screen?

All my monitor and sound drivers were erased in windows recovery and now I have a black screen. How the heck am I going to be able to fix this?

See if the default vga drivers are still there by booting into safe mode.

Will it boot from windows CD to repair ?

No, I can get to the bios setup screen and that's it.
