how do i reformat a laptop/ pc without using any hard drives?

Is it possible to reformat a laptop or PC without using any hard drives or any formatting drives? Please help

You can format the system drive by booting a PC or laptop from a Windows installation CD/DVD or from a partition-management utility CD like this one: http://www.partitionwizard.com/partition-wizard-bootable-cd.html

Download the ISO file CD image, create a CD from it, then boot your laptop or computer from it.
