What motherboard do you have?

Usually boot order is set in BIOS. Once you find the screen for doing this it can be confusing to use. You either have to drag the devices into the order you want them to use, or you move them with the arrow keys. It seems to make no sense how it jumbles things around when i move one in my BIOS, but work at it a while and I finally get the order I like it.

I am thick with computers and don't even know where to find the name of the mother board
