Question How do I reset my keyboard settings?

My cat sat on my laptop and performed some kind of wizardry that I never knew existed. My page will scroll back up periodically when I'm scrolling through something and also, my cursor blinks on random things, like the Google icon when researching things, among others.

Reinstalling windows didn't correct the issue. How do I go back to default settings?

I tried to go into bios and input a command, but that didn't work or I did it incorrectly lol.

The wizardry may be some keyboard combination that enables or disables settings.
I mean, i don't believe myself on this but what other explanation exists??

Windows version? Check all keyboard shortcuts for your Windows version. There are same obscure key combos.

If you are familiar with opening the laptop, disconnect the internal keyboard and use an USB keyboard to see if it's the internal keyboard that has an issue.
