It seems your TV has RGB (15-pin VGA) input, so you can use the VGA cable. However, if your laptop has HDMI output, you will get better picture by using HDMI connection.
As for using as a "monitor" - it depends whether you will be comfortable sitting two feet in front of 32" TV.
