How do I transfer windows AND/OR programs/files to new PC

Hi all, I am building a computer for my grandparents, who are getting up in age, and technology is very annoying to them, but they need a new computer. I want the transition to be as seamless as possible, and would also like to save the $100 cost of purchasing windows again. Is there a program so that I can essentially clone the old HDD and put it on the new SSD, keeping all programs, and the OS (windows 10), in the same order as they were on the old PC?

Thank you for all responses. If there is nothing to transfer windows, that's fine, but programs would be essential.

You will need a way to connect the new SSD to the source machine (machine your cloning the disk from).
