How do I turn Static IP to Dynamic IP?

I've had so much trouble with this. I have been looking this up for months on how to fix it but no luck. I tried the IPv4 thing, didn't work, this is my last hope to find help here.

I don't know about the police, but the ISP will discontinue their account if they are really abusing it in the way you suggest.

This is with the proviso that you can actually prove that there is a DDOS attack on you, which I doubt.

Even if they live in the UK, or will the police do nothing about it then?
