I've had so much trouble with this. I have been looking this up for months on how to fix it but no luck. I tried the IPv4 thing, didn't work, this is my last hope to find help here.

I don't know about the police, but the ISP will discontinue their account if they are really abusing it in the way you suggest.

This is with the proviso that you can actually prove that there is a DDOS attack on you, which I doubt.
according to this you system is set to dynamic (DHCP)

That will return your public IP address.
Of which you have little, if any, control over. This is given to you by your ISP.

Turn your router off. Leave it off for a week.
You may or may not get a new IP address.

But, with a new public IP address...if you frequent the same places, with the same people that you think are DOSing you...they will just discover your IP address like they did last time.

Does the modem need to be off to for this to work?

Yes, but that was sort of a joke. I doubt you'd like to leave it OFF for a whole week.

If realy that's the case ...
You can change external ip address in routers settings.

Do this only if your ISP is giving you dynamic address (and not mac reserved) - or you'll loose your internet connection.
1. Release old ip address;
2. Change mac of outgoing network interface (write down your old mac address for safekeeping);
3. Renew ip address.
Done - you have new external IP address.

2. Quite often, the ISP needs to know the MAC address of the device. So maybe not as easy as just changing that.

I've tried this a few times now and it isn't changing the ip, any suggestions ?

What exactly did you do?

As I said before - this is the way to do it (every step is necessary and order is important):
In your router settings -
1. release ip of wan interface;
2. change mac of wan interface;
3. renew ip of wan interface.

I released the IP, then cloned the mac address, then renewed it.
