[SOLVED] How Do I Unbind Left CTRL + Left Shift?

Left CTRL + Left Shift changes the keyboard settings -- ? becomes É. How do I stop that from happening, permanently?

Remove all unnecessary layout, you probably press hotkey to change key layout.
and you can always just remove the keys
