I've been looking around at CPU coolers lately, and have only seen coolers with the black pipe and occasionally an LED block over the CPU. Then i see photos like these:

Now i DO realize these would be expensive, so i would expect to see them at around 300-ish but the thing is i haven't seen these AT ALL. Are there any coolers at around 100 or less that have the glowing tubes? And how exactly do the pipes that are hooked together work?

It's very likely they are using a custom water cooling loop.

They did not buy the pre-built water cooling, they have bought the pump, tubing, fittings mounting brackets and a few other parts, and manually fitted and installed these parts.

This method is more expensive than buying the pre-built All In One, more time consuming and requires more maintenance, but can be personalised to exactly how you want to run your cooling.

I don't think you should be trying a custom water loop until you can afford HIGH quality parts, or have some experience building a similar loop up. it could be very easy to accidentally damage something.

So are there NO liquid coolers i could buy that have clear tubing?

There is a AIO cooler you can buy with clear tubing, you also receive a small vial of reg, green and blue dye so that you can colour the liquid any way you like.

I forget what brand/model this unit is, i'm sure someone else will know what i'm talking about.

I believe it was a Raijintek Triton.

I think that's the cooler that fits your request. ( you could probably also add some UV reactive dyes for a glowing effects with the right lighting.)
