I have an mpeg video that has a black bar at the bottom with some subtitles.

i want to cut the part off so that only the top portion of the video is seen.

i have TMPGenc, is there a way for it to do this?

It can be done, but I think you will have to re-encode the video to do
it. You can use the Clip Frame tool on the Advanced tab in TMPGEnc.

Sure! Click the Settings button, and in the Advanced tab double click
"Clip frame".
