Is this a good build and would this be capable of a mild cpu overclock to around 4GHz

Build looks pretty good.

I'd suggest the B2 or G2 models of SuperNOVA over the NEX line.

G2/GS/PS/P2/T2 are Tier 1, B2 is Tier 2. The NEX line is Tier 3 - getting into slightly lower quality 'budget' PSUs in Tier 3. Considering a lot of them are considered 'budget', you can surprisingly pick up Tier 2 units for around the same price, if not less in some instances.
750W is higher than likely required, but won't hurt in the slightest.

No need for the aftermarket paste - the 212 EVO has decent enough paste included.

Mild OC should be possible. I believe that's a solid board - Gigabyte have pretty good components for overclocking - generally.
The 212 EVO is still a good air cooler, so should allow an OC to 4GHz - silicone lottery of course, but 4GHz should be more than achievable.
 

The supernova G2 looks like a great psu I think I will go with that one because it is fully modular. Thank You for the help
